On Thursday, October 7, 2010, Paul Phillips received the Lifetime Achievement Award from the Texas Member Services Association in Austin, Texas. This award is presented to individuals that have provided exemplary service and professionalism in marketing, member services, and communications among electric cooperatives ...all across Texas. Paul's 39 years of service to our WCEC members as the Manager of Member Service, as well as the service to members across the state as a TMSA member and Board Member were key factors in having his nomination selected above all others. General Manager / CEO, Donald Naiser, announced his retirement at the 2010 WCEC Annual Membership meeting after 23 years of service. "The Don's" official last day as GM/CEO will be October 31st, 2010 with Gary Raybon taking over the helm effective November 1, 2010. We wish Mr. Naiser and his family well in his retirement.

Safety for our employees, our Members, and the general public is of utmost importance at WCEC. The WCEC Board of Directors and CEO Donald Naiser continually support safety by providing leadership and adequate budgets needed to fund this program.

Recently WCEC earned the Rural Electric Safety Accreditation Award. The Rural Electric Safety Accreditation Program (RESAP), administered by the National Rural Electric Cooperative Association (NRECA), is a peer-review safety and loss control evaluation of electric utilities. It is an organized analysis of a systems safety and loss control program that measures overall effectiveness.

This unique program began in 1967, and has developed over the years into a tool to assist electric utility management in its role and commitment to achieve and maintain high safety standards for the protection of its employees and the community served. There are presently 437 accredited systems, including one municipal system. Although the focus of the program is towards cooperatives, any electric utility may apply for accreditation.

At the April 2010 board meeting, WCEC directors authorized a patronage refund for the years 2007 and 2008 to be paid in August 2010. This refund, of $165,495 represents operating margins (revenue less operating expenses) for the years 2007 and 2008. Since its founding in 1938, WCEC has refunded $2,354,297 to members and is one of the few electric cooperatives in the state that refunds patronage on a current basis.

WCEC CEO Donald Naiser said that the ability of the cooperative to refund patronage is a reflection of the economy in our area and the conservative management philosophy of the board and staff.

WCEC members who purchased power in 2007 and/or 2008 should have received a check by September 1, 2010. If you have not received your patronage refund and were a member in the years 2007 and/or 2008, please call WCEC at (979) 543-6271.

As the temperatures rise in our area, electric usage follows a similar pattern due to schools being dismissed, increased usage of air conditioning systems, etc. WCEC offers several programs to keep your energy consumption down. These programs range from free energy audits, energy efficient Marathon water heaters, to the Home Team Power Partner Program (HTPPP). The HTPPP is designed to reduce the peak demand during the critical summer months. This reduction in demand, means reduction in power cost recovery factors shown on the members bill. The system can save the members individually up to $100/year.

Loads that can be managed range from central air conditioning, central heating, swimming pool pumps and water heating.

WCEC pays for all equipment and installation, and even gives you credit for each load you allow WCEC to manage ranging from $2 - $3 / month for each load.
